- Be a South African citizen
- Be Black, as defined by the DTI Codes of Good Practice
- Permanently reside within a 50km radius of the Tsitsikamma Community Wind Farm, in one of the following communities:
Kouga:
Centerton, Jeffrey’s Bay (township), Humansdorp, Noorshoek, Oyster Bay, Pellsrus, Rosedale, St Francis Bay (township), Westerton
Koukamma:
Clarkson, Kagiso Heights, Kareedouw (township), Katank, New Rest, Nompumelelo, Sanddrif, Thornham, Uitkyk, Woodlands
AmaMfengu:
Wittekleibosch, Snyklip, Ekuphumleni, Nuweplaas, Doriskraal
- Be studying or intending to study in one of the approved fields of study
- Have been accepted or provisionally accepted at a public University or TVET College in South Africa
- Come from a household with a total annual income of R350,000 or less
- If currently funded, must have passed at least 75% of 2025 academic modules
